What each fuel card says about credit checks

Six cards, four ways to decide your credit. Where a vendor writes down what the no-credit route costs, we do the arithmetic; where it does not, we say so.

The short answer

On 19 October 2026, OTR Solutions said its fuel card needs no credit checks, AtoB said its credit application does not require a hard credit check, RTS said its Self-Funded card carries the same discounts regardless of credit score, and Mudflap said its card is subject to credit approval. Comdata ties its best discounts to factoring and fleets under 21 trucks. This page describes what each vendor states; it is not advice on which credit product to take.

Fuel card underwriting, as each vendor states it

CardCredit and underwriting, quotedFees, quoted
AtoB"Credit application is fast and simple and does not require a hard credit check."Flex: $15 a month for 1 to 5 cards, then $3 per active card; setup $35 one-time (fee schedule, last updated 2024-10-16).
Mudflap"All cards are subject to credit approval." Owners supply a U.S. address, date of birth and Social Security number."No activation, monthly, annual, per card, per swipe or even out-of-network fees."
EFS Fleet One EDGENot stated on the card page."No fuel transaction fees at 4,000+ in-network sites"; an out-of-network fee may apply.
ComdataMax discounts conditional on "Active enrollment in factoring" and "Fleet size of less than 21Trucks".Simple Saver: "$0 truck-stop fee", "$0 monthly account fee".
RTS"Whether you have good credit or no credit, RTS has a fuel card for you." Self-Funded: discounts "regardless of credit score".No fee figure published on the card page.
OTR Solutions"No credit checks required"; weekly credit lines "starting at $1,000"; prepaid or credit."$0 In-Network Transaction Fees".

What the no-credit route costs, where a vendor prices it

AtoB's fee schedule describes a Credit Enablement Program that "allows customers to be on credit who would not have qualified for credit without it", with a $75 one-time setup fee and a surcharge of up to 30 cents per gallon for a fixed duration. The same surcharge can apply to Flex customers who have missed payments. No other card on this page publishes the price of its route for carriers without credit; RTS and OTR Solutions answer it differently, with prepaid and self-funded cards that need no credit at all: you load your own cash up front, and neither page lists a surcharge for it.

AtoB credit enablement surcharge at the maximum ratearithmetic on the fee schedule: gallons x $0.30
500 gal / month: up to $150; 1,000 gal / month: up to $300; 2,000 gal / month: up to $600500 gal / monthup to $1501,000 gal / monthup to $3002,000 gal / monthup to $600
Up to 30 cents per gallon is AtoB's stated maximum, "for a fixed duration of time"; the actual rate and duration are set per customer. Gallon volumes are examples, not usage data. Add the $75 one-time setup fee.

Fuel card fees, side by side

Mudflap lists the fees it does not charge: no activation, monthly, annual, per card, per swipe or out-of-network fees, with returned and late payment fees still applying. AtoB publishes a full schedule, including a late payment penalty of up to 9% or $99, whichever is greater. EFS and OTR Solutions state $0 in-network transaction fees; Comdata's Simple Saver states no truck-stop or monthly account fee.

Fuel card discounts are claims, not prices

Averages and "up to" figures are not the same kind of number, and none is a price you are guaranteed. AtoB also says "up to $2.00 per gallon"; Comdata Max claims up to 50 cents at TA. Each depends on where you fuel.

Treat every figure here as the vendor's marketing claim with its conditions attached. The useful comparison is the network: a discount only exists at the stations you actually pass.

Fuel cards tied to factoring, and what that commits you to

Comdata Max, OTR Solutions and RTS all pair the card with factoring. Comdata states it outright: Max discounts need active factoring enrollment and a fleet under 21 trucks. OTR Solutions says bundling its card with factoring cuts your factoring rate. The card becomes part of a factoring relationship, so read what the factoring agreement actually covers on our factoring page before the fuel discount decides it.

If you have no business credit yetPrepaid: RTS Self-Funded or OTR prepaid

Both are described as available regardless of credit; you load your own money and carry no surcharge.

If you want credit without a hard checkAtoB, with the fee schedule open

AtoB says no hard credit check; if you land in its Credit Enablement Program, the $75 and up to 30c a gallon are written down.

If you already factor your invoicesComdata Max or OTR Solutions

Their best discounts or credit lines assume factoring; under 21 trucks for Comdata Max.

If you want the fewest feesMudflap

It lists no activation, monthly, per-card or out-of-network fees, subject to credit approval.

Questions

Which fuel cards do not require a credit check?
OTR Solutions says its fuel card requires no credit checks and offers prepaid or credit options. RTS offers a Self-Funded card it says carries the same discounts regardless of credit score. AtoB says its credit application does not require a hard credit check. Read 19 October 2026.
Can a new trucking company get a fuel card?
Several cards describe a route for carriers without credit: prepaid or self-funded cards (RTS, OTR Solutions), factoring-backed credit (OTR Solutions, Comdata Max), and AtoB's Credit Enablement Program, which its fee schedule prices at a $75 setup fee and a surcharge of up to 30 cents per gallon.
Do I need a Social Security number for a Mudflap card?
Mudflap's FAQ says owners supply a valid U.S. address, date of birth and Social Security number, and that all cards are subject to credit approval.
Do fuel card discounts mean I will save that much?
No. The discounts on this page are each vendor's claim, usually an average or an "up to" figure, and they depend on where you fuel. AtoB says 42 cents on average, RTS an average of 45 cents, OTR Solutions $0.50 a gallon on average.
Is a fuel card tied to factoring a good idea?
It is a commitment, not just a card. Comdata conditions its Max discounts on active factoring enrollment and fewer than 21 trucks, and OTR Solutions and RTS both sell factoring. Read what the factoring agreement covers first on our factoring page.
